Construction fleets are managed as property. They should be managed as capacity.

Large contractors have long treated equipment as an ownership question: what to buy, what to hold, what to write down. That framing made sense when fleets were small enough to be supervised directly and projects were concentrated in one region. It no longer holds. A fleet distributed across continents, currencies and regulatory regimes is not a set of assets. It is a production system, and its value lies in what it can be relied upon to deliver rather than in what it cost.

The consequences follow. Utilization becomes a governance question rather than a reporting one. Maintenance moves from cost centre to availability strategy. Capital allocation stops optimizing purchase price and starts protecting schedule. Ownership and rental cease to be opposing camps and become instruments serving the same requirement.

Taha Gundogar’s published research and operating practice both work from this position: that competitive advantage in heavy construction depends on how effectively assets perform, not on how much equipment an organization owns.
